Minimum Qualifications • Reachable on current Civil Service eligible list for this title; OR• One year of permanent, competitive class service in a title eligible for transfer under Section 70.1 or Section 52.6 of the Civil Service Law. Eligible titles include, but aren’t limited to: Information Technology Specialist 3 (Data Communications), Information Technology Specialist 3 (Database); Information Technology Specialist 3 (Systems Programming); OR• Five years of professional experience in the following computer related areas: network, server, storage, and systems management; telecommunications, IT customer support and training; computer installation, diagnosis, and repair; technical writing; computer security; knowledge management; database administration, design, and management; internet/intranet development, design, and maintenance; information technology project management; design and development of geographic information systems or computer aided drafting applications; computer programming; business/systems analysis; program design; or program testing; OR• Bachelor’s or higher-level degree including or supplemented by 15 semester credit hours in computer science AND two years of experience as described above; OR• Bachelor’s or higher-level degree in any field AND three years of experience as described above; OR• Associate’s degree with 15 semester credit hours in a computer science field AND four years of experience as described aboveAdditional Qualifications/Specialized Requirements:• Minimum of two years of experience in Asset Management.• Minimum of two years of experience in Inventory Management.• Minimum of two years of experience in Problem Management.• Minimum of two years of experience in Service Catalog Management.• Minimum of one year of experience in Request for Proposals (RFP) development.• Minimum of one year of experience in writing Standards and procedures, Service Level Agreements (SLAs) and User Guides.• Minimum of one year of experience in writing Technical Communications such as Service Notifications and Customer Notifications. • Minimum of two years of experience in Procurement Management: Managing contracts, procurements and vendors, including development of IFB and RFP and evaluation of proposals. Duties Description As a member of the IT Asset Management and Requisitioning team, the incumbent of this position will play a key role in ensuring that the IT purchasing process runs smoothly and that technology assets are managed correctly. Examples of tasks include:• Help manage Information Technology assets for 2000 agency employees.• Ensure that the Information Technology Services Department has the necessary tools needed for agency business continuity purposes. • Assist with managing, tracking and documentation of Information Technology inventory.• Identify and recommend solutions to problems identified by stakeholders related to procuring and managing Information Technology related goods and services.• Help manage service catalog in NYSIF's ServiceNow system.• Supervise lower level staff, train new and existing staff.• Work in a fast-paced environment with competing priorities. • Work with internal and external stakeholders to identify and resolve issues in a timely and efficient manner

For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State.
