Purpose:

This position is a pivotal member of the Department of Education's Procurement team within the Operations Office. Maine DOE Procurement is a fast-paced team environment that works across the Department to assist staff with procurement challenges, innovations, and work. The position will be at the forefront of procurement development and the building and implementation of Maine DOE procurement policies, trainings, and guidance materials. This position will be a part of efforts to ensure that Maine DOE staff are supported, and that the Department is in a position to best serve its constituencies and meet its mission.

The primary purpose of this position is to work with the Procurement Director and other staff on the Procurement Team on procurement operations across the Department. The position will prepare, review, edit contracts, RFPs, and other procurement documents. The position will recommend, develop, and implement Department procurement guidelines, policies, procedures and other modifications that can be made to improve our procurement work. This position also will play a large role in providing technical assistance to all Maine DOE staff, including creation of training programs.

Knowledge, Skills and Abilities:

  • Knowledge of applicable laws, rules, regulations, policies, and procedures.

  • Knowledge of budgetary and auditing techniques, methods, and practices.

  • Knowledge of financial administration and contract management.

  • Knowledge of program management principles, methods, and techniques for developing, scheduling, and coordinating projects and resources.

  • Knowledge of the principles, methods, and techniques used to analyze and develop functional and organizational infrastructure requirements.

  • Knowledge of current business and management systems, methods, and processes.

  • Knowledge of quality assurance principles, methods, and techniques used to ensure a project or program fulfills organizational requirements and standards.

  • Knowledge of data warehouses, user types, and system interfaces.

  • Ability to monitor and evaluate the effectiveness of contracts.

  • Ability to develop and instill a variety of best practices.

  • Ability to gather information from a wide variety of sources.

  • Ability to organize work, set priorities, and determine resource requirements.

  • Ability to assess, identify, and respond to employee training needs.

  • Ability to prepare technical reports and documents

  • Ability to analyze issues, reach logical conclusions, and make sounds decisions.

  • Ability to establish and maintain effective working relationships.

  • Ability to communicate effectively.

  • Ability to write clearly and effectively.

  • Ability to use applicable computer programs.

MINIMUM QUALIFICATIONS

  • Advanced education, training, and/or experience in contract administration, accounting, procurement, project management, financial management, or another related field and demonstrated experience coordinating multifaceted projects.

  • Preference will be given to candidates with experience working independently in procurement and administration, policy development and training staff.
