Description of Work Unit

WCNR’s Center for Environmental Management of Military Lands ( CEMML ) is a research, education, and service unit at CSU . CEMML applies the latest and most appropriate science to promote the sustainable management of natural and cultural resources on Department of Defense (DoD) and other public lands. We provide technical support, conduct applied research, and offer career development and learning opportunities to support resource stewardship. We collaborate with our sponsors and other CSU departments to resolve complex environmental issues and sustain our resources for future generations.

Position Summary

The Range and Training Land Assessment ( RTLA ) Specialist assigned to Fort Hunter Liggett will support the U.S. Army Sustainable Range Program and Integrated Training Area Management ( ITAM ) program. The program aims to minimize environmental impacts associated with training, document conditions on the installation, and promote sustainable training conditions at the base. The position coordinates with other ITAM components, military elements, and environmental offices. The position involves strenuous field work to collect a variety of data and office tasks related to planning, data management/analysis and reporting. Tasks include development and implementation of protocols related to environmental conditions in the training areas. Primary areas of interest include vegetation communities, hydrologic and watershed condition, disturbance from military maneuvers, and other threats such as fire and noxious nonnative plants. Field data are collected, managed, analyzed and reported relative to indicators of training land condition and environmental sustainability. Results are interpreted and recommendations are made to help guide and prioritize land rehabilitation activities, with an emphasis on training mission goals, natural resources objectives, and best management practices. The position uses a variety of methodologies – collecting data, applying qualitative and quantitative approaches, geospatial analysis, and remotely sensed imagery.

The position is located at Fort Hunter Liggett in the central coast region of California. Nearby towns include King City and Paso Robles. Covering 161,000 acres (251.5 mi2), Fort Hunter Liggett is the largest Army Reserve installation in the continental United States. The landscape is dominated by extensive oak and other woodlands, shrublands and grasslands supporting abundant game and non-game wildlife. The Nacimiento River is a prominent feature running through the installation.

Work location is dependent on the needs of the partner/project/role. In some instances, positions may require staff to be fully in-person. In other instances, hybrid or remote arrangements may be possible.

Required Job Qualifications

  • BS Degree in range ecology, natural resources, botany, watershed science, biology or related field.

  • Physically able to work outdoors, perform surveys and collect field data under all weather conditions.

  • Minimum 1 year of experience with environmental or biological surveys, population sampling and survey methods, and field data collection.

  • Knowledge and applied experience with California flora and ecosystems and ability to identify plants using dichotomous keys.

  • Experience with operating personal computer workstations, using Microsoft Office applications such as MSWord, Excel and Access.

  • Experience with Geographical Information System (ArcGIS) and Global Positioning System technologies.

  • Demonstrated ability to perform basic data management, statistical analysis and prepare technical reports.

  • Must have a valid driver’s license or the ability to obtain a driver’s license by the employment start date.

  • The successful candidate must be legally authorized to work in the U.S. by proposed start date; CEMML will not provide visa sponsorship for this position.

Preferred Job Qualifications

  • Experience with the Army’s Integrated Training Area Management ( ITAM ), Land Rehabilitation and Maintenance ( LRAM ) or Range and Training Land Assessment ( RTLA ) programs.

  • Experience working on a military installation.

  • Proven ability to work as part of a team, self-start and work independently.

  • Experience communicating effectively with a variety of audiences, both orally and in writing.

  • Experience developing, managing and using ESRI ArcGIS databases using ArcGIS or ArcPRO.

  • Experience managing a variety of data using tools such as MS Excel, MS Access and other software.

  • Experience with data summary, basic statistical analysis and preparing technical reports.

  • Experience with mapping land cover, vegetation and disturbance using remotely sensed imagery and field validation.

  • Experience with digital field data collection and GPS data management.

  • Experience with land rehabilitation, watershed management and erosion control practices commonly applied by county, state and federal agencies.

Duty/Responsibility

  • Plan, coordinate and implement the installation RTLA program within Range Division and with other entities on and off Fort Hunter Liggett.

  • Develop, evaluate and refine RTLA protocols for assessments related to data collection, summary and analysis.

  • Understand and incorporate installation training missions, training sustainability concepts, and environmental considerations into the RTLA program and support the LRAM component.

  • Participate in Range Operations training area inspections. Identify locations requiring repairs and communicate to LRAM team leads. Coordinate with military units on the repair of maneuver damage. Provide identified project locations to LRAM team lead. This project may require occasional weekend work.

  • Provide in-house training land condition consultation support and GPS data collection to Range Operations as needed.

  • Perform other duties and assignments as necessary to fulfill the mission and sub-missions of the ITAM program, FHL Range Operations and IMCOM as approved by the Installation Point of Contact and CEMML supervisor.

  • Conduct RTLA assessments utilizing GPS handhelds and data collection processes. Collect data by navigating wooded and rugged environments either in a vehicle or on foot across uneven terrain regardless of weather conditions.
