Defense Commissary Agency PROJECT AND PROGRAM COORDINATOR in Fort Gregg-Adams, Virginia

Summary This position is located in the Sales and Marketing Group, Defense Commissary Agency. The purpose of this position is to act as a senior staff advisor to the Office of the Executive Director of Sales and Marketing on the mission, functions, operations and organization of the Group. Conducts studies and analysis of programs and makes recommendations for program improvement to program managers and Executive Director. Reports on performance and status of multiple programs to Executive Director. Responsibilities Provides technical guidance, assistance and instruction to support personnel within the organization on various programs and projects. Participates and performs programmatic reviews in an extremely fast-paced environment that drives the Agency's Sales, Marketing and eCommerce programs. Anticipates and meets the needs of both internal and external customers. Delivers high quality products and services and is committed to continuous improvement. Responsible for interfacing with numerous subject matter experts at all levels with DeCA ensure collaborative efforts lead to successful implementation and execution of requirements and assure that DeCA commitments to external collaborative partners stay on track and are met. Partners and aligns with business management teams to communicate and establish cross-functional teams with internal stakeholders Responsibility includes reviewing and executing analytical techniques, tools, and performance measures to drive business results. Develops policies, procedures, programs and technical guidance relating to compliance of Executive Director's guidance and execution of programs. Ensures that projects/plans are actionable, and right-sized given the business risk/opportunity. Provides technical guidance in the overall accomplishment of the Agency's sales business plan and annual price comparison. Requirements Conditions of Employment Qualifications You must meet the Office of Personnel Management (OPM) qualifications for series 0301 and additional requirements by the announcement closing date. Your resume must clearly show that you have one (1) year of specialized experience equivalent to at least GS-12. Experience can be under other Federal service pay systems, private sector, or military. Examples of qualifying specialized experience include: Identify waste, defect, cycle time, customer service, and product and service quality improvement opportunities. Understands project management principles, tools and techniques and understands the timing of key program events and milestones and evaluates the worth of program accomplishment. Coordinates, briefs, and participates in division level reviews and meetings and provides status reports. You will receive credit for all relevant qualifying experience (paid and unpaid), including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). The incumbent will work closely with senior DeCA leadership, FPOs, directorate chiefs, and Area Directors/Deputy Directors. The decisions made may affect working conditions at DeCA. The incumbent must exercise strong interpersonal, organizational, and written/oral communication skills as well as a high degree of initiative and judgment in day-to-day activities. The incumbent of this position will speak in the interest of the Director and the Deputy Director. The incumbent is responsible for oral presentations, briefings, and special projects.
