The field advocacy team for the American Heart Association works in all 50 states and most major communities to pass equitable policies at the state and local levels to advance the mission of the American Heart Association.

The Vice President for Field Advocacy – Eastern States Region is responsible for providing and directing overall strategic vision and implementation for regional state and local advocacy campaigns in CT, DE, MA, MD, ME, NH, NJ, NY, PA, RI, VA, VT, Washington DC, and WV . The VP is responsible for leading and directing government relations staff to plan and execute issue advocacy campaigns and for the development and maintenance of fiscal, staff and volunteer resources necessary to establish and achieve state and local field advocacy priorities.

Responsibilities

  • Manages statewide issue advocacy strategic planning, development, and execution in alignment with the mission and strategic plan. Oversees establishment of state and community legislative agendas with input from volunteers and development and implementation of campaign plans around American Heart Association policy priorities. Strategizes with government relations and community advocacy directors on their interactions with members of the legislature, their staff, and other state and local government officials to gain support for the American Heart Association’s advocacy issues.

  • Utilizes effective management techniques in the selection, supervision, monitoring, training, and counseling of staff to achieve organizational objectives. Builds and maintains a professional work environment that fosters and values collaboration, trust, teamwork, empowerment, integrity, and diversity.

  • Participates in strategic planning and other related advocacy American Heart Association meetings throughout the year, including volunteer advocacy meetings and board meetings, as appropriate.

  • Nurtures relationships for philanthropic organizations, private sector executives and community leaders to help advance state and community issue advocacy campaigns. Seeks out other organizations, coalitions, companies, and government agencies to leverage partnership opportunities to advance the American Heart Association’s advocacy issues.

  • Partners with the SVP Field Advocacy to ensure consistent field implementation of priorities and drives performance accordingly.

  • Partners with regional staff on the strategic integration of advocacy work in American Heart Association development and health strategies business functions.

  • Submits periodic updates and reports on the status of issues as well as oversees financial and ethics reporting according to applicable state laws.

  • Ensures grassroots efforts are being carried out in collaboration with American Heart Association grassroots staff.

  • Ensures media advocacy efforts are being carried out in collaboration with American Heart Association communications staff.

Qualifications

  • Bachelors degree in Political Science, Public Policy, Government Relations or related area

  • Eight (8) years of experience and demonstrated success in legislative and regulatory lobbying at the state level

  • Eight (8) years of experience managing issue advocacy and creating coalitions of public and volunteer groups

  • Five (5) years of experience managing staff, remote teams, and volunteers

  • Five (5) years of policy analysis skills and technical legislative or regulatory documentation skills

  • Ability to manage multiple and concurrent complex projects under deadlines and varying time constraints

  • Exceptional oral and written communications skills

Preferred Qualifications:

  • Five (5) years of knowledge of voluntary health organizations or nonprofit organizations

  • Three (3) years of experience working in health care and/or public health policy

  • Demonstrated understanding and appreciation for the use of technology and information systems

Compensation & Benefits

Expected pay range will be $165,000 - $185,000. Pay is commensurate with experience; geographic differentials to the pay range may apply. The American Heart Association reserves the right to pay more or less than the posted range.
