Veterans Benefits Administration Managment and Program Analyst in Philadelphia, Pennsylvania

Summary As the Management and Program Analyst you will work in the Insurance Center with Program Administration Division located in the Insurance Center Office in Philadelphia, PA . The Program Administration is responsible for setting policy and procedures, performance metrics, and conducting statistical quality control reviews for insurance. Responsibilities Major duties include but are not limited to: Gather and organize narrative and statistical information using generally advanced methods, techniques, and precedents requiring considerable adaptation and/or interpretation for application to administrative functions. Develop recommendations for the Staff to include new or modified work methods, procedural changes, systems variations, and acceptance of new technology development. Assist other staff members on major projects, analyses, and reports. Participate in an administrative capacity in meetings as required. Perform management and/or program support work such as program or office planning, evaluation of administrative programs or issues, correspondence control, liaison, and special projects. Manage and/or prepare responses to correspondence in an organization; and/or acts as a liaison or handles the communication with persons and/or groups within and outside of the organization. Requirements Conditions of Employment Qualifications Time-in-grade: Applicants who are/were federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For a GS-09 position you must have served 52 weeks at the GS-07 level. For a GS-11 position you must have served 52 weeks at the GS-09 level. To support your claim of time in grade, you must submit your most recent appointment, promotion, or within grade increase SF-50 (not an award or general adjustment SF-50). Specialized Experience: GS-09: Applicants must meet all requirements by the closing date of this announcement. To qualify, applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-07) in the normal line of progression for the occupation in the organization. Specialized experience is defined as: (1) experience that may have been gained in positions where the applicant has analyzed requests for information, (2) services and/or benefits and made recommendations for improvements to procedures or processes; audited records and made recommendations based on the results; (3) prepared, reviewed, and/or proofread communication plans with various stakeholders; (4) experience drafting and analyzing communication effectiveness through various methodologies; (5) and/or planned and implemented studies on effectiveness or other areas. Or Master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related Or Combining Education and Experience GS-11 Applicants must meet all requirements by the closing date of this announcement. Specialized Experience is defined as: include, but are not limited to: (1) Gathering research and analyzing data using various statistical sampling techniques; (2) using data and special studies to improve work processes and program performance; (3) reviewing and reporting work measurement data within the organization to assist in adjusting workloads or changing work processes; (4) evaluating the impact of new or revised policies and procedures on the existing organizational structure. Or Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related Or Combining Education and Experience Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Selection at a lower grade level does not guarantee promotion to the full performance level. Full performance is GS-11. Physical Requirements: The work is sedentary. Typically, the employee may sit comfortably to do the work. However, there may be some walking; standing; bending; carrying of light items such as papers, books, small parts; driving an automobile, etc. No special physical demands are required to perform the work.
