Summary THIS IS AN OPEN CONTINUOUS ANNOUNCEMENT. This type of announcement provides the National Park Service with a readily available source of applicants when vacancies occur. Eligibility and qualifications will be verified when there is a vacancy for the location and grade for which you applied. Positions may be filled at one or more of the duty locations included in this announcement. Responsibilities The following duties are listed at the full performance GS-07 level. Provides administrative support to unit staff which may include travel arrangements, payroll, and personnel actions. Provides administrative oversight of various business processes, which may include processing financial, procurement, property, personnel, and other administrative instruments for staff. Ensures agency compliance with specialized area or program laws, rules, and regulations. Prepares and reviews correspondence, reports, and standard operating procedures. Prepares and develops meeting materials, briefing papers, and attends meetings with leadership to coordinate, explain, or provide guidance on specialized area or program as necessary. Duties will be developmental in nature when filled below the full performance level. Promotion to the full performance level is neither guaranteed nor implied and will be based solely on your ability to satisfactorily perform the work of the position, existing work at the higher grade level, and recommendation by the position's supervisor. This is an OPEN CONTINUOUS ANNOUNCEMENT and will remain open until August 30, 2024. The initial cut-off date for referral of eligible applications will be May 17, 2024, with subsequent cut-off dates on the 15th and the last day of each month. Eligible applications received after that date will be referred at regular intervals or as additional vacancies occur on an as-needed basis until positions are filled. Some positions are career seasonal. The nature of seasonal work may vary from year to year, which is generally based on budget, workload, and/or weather. A career seasonal work schedule provides for at least 26 weeks (13 pay periods) of full-time work, and as many as 26 weeks (13 pay period) of non-duty/non-pay time per year as determined by management. The non-pay time for these positions may be two weeks to six months but is expected to be two consecutive weeks between (ex. October and December). See locations below for non-pay time. Appointment subject to background investigation and favorable adjudication. Meet Selective Service Registration Act requirement for males. Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service); with few exceptions as outlined in 5 CFR 300.603(b). Time-In-Grade requirements also apply to former Federal civilian employees applying for reinstatement who have had a break in service of less than one year, as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointments. Time-in-grade does not apply to new excepted service appointments. Time-in-grade requirements must be met by the closing date of this announcement. You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority. Qualifications All qualifications must be met by the closing date of this announcement-08/30/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. SELECTIVE FACTOR: This position performs office automation duties, and requires the incumbent to type 40 words per minute (WPM) typing speed. Words per minute are based on a 5 minute sample with three or fewer errors. Applicants must submit supporting documentation with their application. EXPERIENCE: For the GS-06 level: Applicants must have one year of specialized experience equivalent to at least the GS-05 grade level; OR One full year (18 semester/27 quarter hours) of successfully completed graduate level education if the coursework is directly related to the work of the position; OR Combinations of graduate level education that is directly related to the position and specialized experience. The education must have been obtained in an accredited college or university. Examples of specialized experience are: Provide support and assistance processing a wide variety of requisitions; Reconcile purchases and maintain files in accordance with Federal regulations and agency directives; Process incoming and outgoing mail; Establish and maintain the unit's files, accountable property inventories, records, etc. (hardcopy and/or electronic format); and/or Use automated software to produce reports, correspondence and other written documents in draft form. For the GS-07 level: Applicants must have one year of specialized experience equivalent to at least the GS-06 grade level; OR One full year (18 semester/27 quarter hours) of successfully completed graduate level education if the coursework is directly related to the work of the position; OR Combinations of graduate level education that is directly related to the position and specialized experience. The education must have been obtained in an accredited college or university. Examples of specialized experience are: Performing a wide variety of advanced administrative functions such as advising employees on payroll regulations and serving as payroll coordinator; Serving as liaison with Human Resources by preparing and entering personnel actions, processing employee paperwork, and coordinating background investigations; Serving as the technical advisor for travel processes and regulations; Advising on procurement; and performing budget and financial management by collecting data for a budget, making recommendations, tracking expenditures, creating budgetary reports, and reconciling an organization's budget. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Documentation for the Land Management Workforce Flexibility Act (LMWFA) eligibility, submission of ALL SF-50s and performance information for each period of temporary/term employment that qualifies for LMWFA. Performance documentation can be obtained by contacting the supervisors for the positions you served in during your 24 months. If they did not complete performance appraisals ask them to provide a statement of performance for each period of service. The statement must specify the dates for each employment period and your level of performance (dates should match the dates on the SF-50s). Education To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work. If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. Physical Demands: The work is mostly sedentary. Working Conditions: The work is generally performed in an office setting. The National Park Service has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval. A relocation incentive is not the same as a Permanent Change of Station (PCS) move and, as such, may be granted in conjunction with one another. ICTAP/CTAP Clearance- Current surplus and current or former displaced Federal individuals who have special priority selection rights under the Agency Career Transition Assistance Program (CTAP) or the Interagency Career Transition Assistance Program (ICTAP) must be well qualified for the position to receive consideration for special priority selection.
