Description:

The Information Technology Division is committed to excellent customer service through greater cooperation and collaboration with the client's districts and divisions. This ensures successful solutions based on the best interests of this client. To accomplish this mission, the division is divided into 12 functional areas:

• Application Development and Maintenance - plans and coordinates the delivery, maintenance, and operations of information systems throughout the life of the system. Services include new product development, upgrades to application versions, application patching, application modernizations, system monitoring, incident response, and remediation of security and audit findings. The sub-sections are Enterprise Resource Planning (ERP) and Contracts, Tolls, Engineering Systems, Planning and Administrative Enterprise Systems, Geographic Information Systems (GIS), Architecture and Planning, Administrative and ERP Contract Management, and Quality Assurance.

• Business Operations - Provides consistent customer service supporting the division in the areas of business operations and administrative support to the CIO. Ensures division staff have the tools, resources, and knowledge to complete their jobs in a safe, efficient, and effective manner focused on continuous improvement of our internal processes and procedures, ensuring compliance with the department's standard business practices.

• Customer Relationship Management - ensures the voice of the customer is properly captured and incorporated into IT behavior and decision-making to fully align with client business needs; the sub-sections are Business Relationship Management and Communications, User Access Management, Mobility Operations, Service Desk, Video Teleconferencing (VTC), AI/Automation and AI Community of Practice, Field Services Support for Districts, local support services

• Data Governance and Management - implements robust data governance through privacy and records management programs while providing the tools and resources for enterprise data management and business intelligence development; the sub-sections are Privacy, Records Management, and Data Management & Business Intelligence.

• Information Security - implements a robust information security program for client systems; the sub-sections are Security Risk Management, Security Governance, Security Support, and Cybersecurity Operations Center.

• Network – Responsible for the management of overall network infrastructure that delivers system and data communication. This team ensures the stable operation of the business network. This includes planning, developing, configuring, supporting, and optimizing all network hardware, software, and communication links.

• Project Management Office (PMO) - defines and maintains centralized standards of project management for successful delivery of projects both within ITD and for the Business. The PMO provides policies, methodologies, training, a centralized ITD project repository, regularly scheduled reporting and dashboards of project health, and templates for managing projects. Our Project Managers and Business Analysts operate across five portfolios: ERP Systems, Planning & Administrative Systems, ITD and Traffic, Infrastructure, and Engineering Services.

• Server Administration and Finance - Responsible for managing and maintaining the organization's server infrastructure, ensuring operational efficiency, security, and compliance. ITD Finance handles the financial aspects of IT infrastructure, including budgeting, forecasting, and cost controls, to align with the organization's financial strategies.

• Service Integration and Governance - provides effective strategy, guidance, and management for ITD enterprise and cross-section service delivery policies, processes, and governance. Sub-sections include Service Operations Objectives, Service Portfolio & Innovation, Asset Management, Vulnerability and Configuration Management, Process and Transition Management, and client-specific tool.

• Traffic Technology - manages the operations of the Intelligent Transportation Systems and coordinates deployment of new traffic technologies; the sub-sections are Traffic Data, Traffic Network Operations, Traffic Network Architecture, Traffic Applications, and Broadband Coordination.

• Transportation Programs Support - provides technical support for customers for project and program delivery and maintaining those associated technology solutions; the sub-sections are Operations Support, Integration Support, Data Support, Quality Assurance Support, Application Support, and Product Delivery Support.

• Vendor Management - provides critical oversight and management of client’s contracted IT services. The sourcing team works closely with agency procurement to ensure prescribed processes are adhered to; the sub-sections are Contract Management, Contractual Service Delivery, and Sourcing.

The Information Technology Division is looking for a Demand Manager to help with the intake process as divisions send in project and enhancement requests into this team. There are always 150 requests in the queue at all times and one demand can take roughly 25-35 days to complete before it is assigned to the PMO, SI/Vendor, or IT. They need someone who has both functional ad technical aptitude (business side experience seems to be the missing piece here with current team members) and who can help to qualify a demand and then determine where the project should go. The demand will go to the governance team then to the CIO for approval and finally will be assigned to either the PMO, Solution team (SI/vendor/etc…), or IT. Once the demand is assigned, the Demand Manager will go to the next request.
