Job/Position DescriptionFamily Support Specialist (FSS) Data Analyst V Regulatory Specialty Data and Analytics (RSDA) is a division within the Office of Data, Analytics, and Performance (DAP). RSDA provides analysis, data visualization, and reporting to support Health and Human Services Commission (HHSC) agencies in its stakeholders' operational and decision-making needs. Under SB24 (88R), the Department of Family and Protective Service (DFPS)and#146;s Prevention and Early Intervention (PEI) program will transfer to HHSC and be known as Family Support Services (FSS). As part of this transfer, RSDA will become responsible for the provision of FSSand#146;s statistical data, including Legislative Budget Board performance measures, legislative appropriation requests, agency Online Data Book, various routine and ad hoc management reports, data requested by the legislature and other public officials, and data reported to the federal government. RSDA will also provide data requested by the media and public via the Public Information Act as well as data related to both state and internal audits, grants, studies, and data sharing projects with other public interests. The unit will be responsible for conducting quality assurance reviews of any data to be released outside the agency to ensure the validity and consistency of reported data. The unit will also be responsible for the development of data mart online reports and the supporting specialized tables and/or elements. Under the supervision of the RSDA FSS Manager, the Data Analyst V performs highly complex (senior level) data collection, research, reporting, and analysis to monitor, evaluate, and increase efficiencies for FSS. Work involves gathering and analyzing requirements, report design and implementation, and ongoing maintenance of existing reports and processes. The analyst will work with other RSDA staff as well as other HHSC staff to develop back-end tables and logic to drive reporting; create original programming logic and evaluate and/or modify existing programs to take into account changes in requirements; and will review work products developed by other analysts and to interact with agency Program staff, division managers, and/or other analysts to ensure requirements are met and that all work products are appropriately reviewed and validated. The analyst may prepare diagrams and logic flowcharts for detailed coding and for the documentation of programming work and may interact with staff from other agencies and outside entities as required to facilitate data collaboration, obtain required work products, or for consultation. The analyst may participate in system design meetings for new agency initiatives to ensure the agencyand#146;s ability to report applicable data.
