The University of Maryland, Baltimore School of Nursingis searching for aHuman Resource Specialist or Senior Human Resource Specialistto join a dynamic team. This position involves the coordination and administration of human resource functions for the school. The ideal candidate will provide knowledge and expertise in human resources and interact with students, faculty, staff, and campus Human Resource Services as well as partner and collaborate with other institutions across campuses. Essential Functions: Human Resource Specialist Coordinates human resources transactions, such as recruitment and employee actions to ensure optimum efficiency and compliance with appropriate policies, procedures, laws, and specifications. * Adheres, proposes, and ensures compliance with relevant federal and state laws and regulations, University System of Maryland (USM), University policies, and procedures and meets, confers with, and advises staff, faculty, and others to provide human resources advice, answers to questions, provides policy interpretation and recommendations to resolving issues. * Refers to appropriate chain of command person when unable to respond. * Responsible for the daily operations of human resources activities within the School of Nursing; determine priorities and proceed accordingly. * Assist in the development and scheduling human resources programs in accordance with specifications and assist in facilitating human resources objectives and initiatives by interacting with students, faculty, staff, and Campus Human Resource (HR). Collaborates with HR initiatives ensuring school is fully informed and trained. Prepares reports and record on human resources activities including progress, status, or other special reports for management of the school and/or HR. Develops and improves methods and processes for efficiency and effectiveness of human resources activity to streamline and remove redundancy. * Initiates technological processes to expedite actions. Analyzes the change results and recommends and takes appropriate action for ongoing improvements. * Reviews human resources transactions to determine acceptance and formulates decisions pertaining to resolution of related issues. Escalates transactions and issues as necessary. * Partners and draft correspondences with the offices of Marketing and Communications and Information Technology to identify needs for HR school communication for school distribution such as newsletters, brochures, or flyers. Facilitates human resources related workshops, meetings or conferences, coordinate logistics, scheduling, and participant communications. * Perform other job-related duties as assigned. Senior Human Resource Specialist * * This position administers the School of Nursing’s human resources, including staffing, compensation, training, employee relations, etc., with interrelated campus human resources initiatives to ensure optimum efficiency, interpretation, and compliance with appropriate federal, state, local, University System of Maryland (USM), UMB, and School policies, procedures, laws, and specifications. * Provides problem solving assistance, and answers to questions about human resource objectives and policy interpretation. * Consults with appropriate chain of command person when unable to respond to develop resolution. Meets and confers with staff, faculty, and others to resolve human resource issues. Also, this position strategically works with HR’s School of Nursing and Administrative Services office to understand business needs and develop creative solutions to accomplish objectives. * Ensures compliance with unit policies and procedures to support continual improvements in efficiency of the school/business unit and services performed. * Independently analyzes School of Nursing HR trends, staffing needs, organizational structure, and training opportunities. In collaboration with campus HRS, conducts employee interviews and investigations providing recommendations and documentation for resolution. * Prepares reports and records on the School of Nursing human resources activities including progress, status, or other special reports for management. Responsible for interpreting report results and proposing and creating action plans to address shortfalls. * Assist and coordinates recruitment and the school’s onboarding process for new hires. Responsible for investigating special recruitment issues, such as visa employment or executive/leadership recruitment. * Interacts and liaises with students, faculty, staff, and campus Human Resource Services (HRS) in facilitating HRS objectives. * Collaborates with HRS about initiatives ensuring school is fully informed and trained. Provides supervision, guidance, training, and mentoring to less experienced personnel in day-to-day school operations. * Acquires and distributes new expertise and methods to appropriate individuals. Partners with the offices of Marketing and Communications and Information Technology to identify needs for HR school communication and is responsible for the creation of communications and coordination process from development of materials through printing for school such as newsletters, brochures, or flyers. * Develops and facilitates school human resources related workshops, meetings or conferences, coordinate logistics, scheduling, and participant communications. Evaluates school human resources and HRS activity effectiveness. * Analyzes results and recommends and takes appropriate action to improve effectiveness and efficiency. Consults with school or HRS members to develop improved processes and activities. * Performs other job-related duties as assigned, such as participating in HRS initiatives. *Minimum Qualifications: Human Resource Specialist Education: Bachelor’s degree in a related field of study such as human resources or business administration. Experience: Two (2) years of human resource experience. Other: May consider a combination of directly related experience and education. Senior Human Resource Specialist Education: Bachelor’s degree in human resources, business administration, or related field of study. Experience: Three (3) years of experience in the human resources field. General knowledge of human resource laws, practices, and policy is required. Supervisory Experience:One (1) year in work coordination, training and daily oversight of staff, students, or volunteers.
