Amentum Senior OIE Expert in Fort Belvoir, Virginia

The contractor shall provide expert senior level advisory and assistance service to DTRA’s Information Resilience Office (IRO). Duties and responsibilities include:

Foreign Malign Influence ( FMI) Campaign Assessment Support:

• review classified and unclassified reports, provide adversary narrative assessments, and measure impacts and effects of FMI campaigns,

• develop foreign narrative tracking frameworks and update foreign narrative trends.

• assess blue-force messaging in the information environment and develop After Action Reports for IRO campaigns to gauge messaging effectiveness,

• assist with reviewing STRI proposals and provide recommendations to the IRO chief for FMI/Operations in the Information Environment (OIE) proposal approval that will assist the IRO mission.

Messaging CONOPS Planning Development Support:

• support the development of positive, transparent, and factual messaging campaigns to complement Agency missions and work with Inter-Agency partners to proactively compete in the information environment,

• understand the complexities of OIE and provide recommendations for complimentary classified activities that nest with DTRA Operational Assessment activities and DTRA developed plans for the CCMDs.

Review DoD policies, instructions, and directives that govern OIE :

• review and provide recommended solutions to implement USG and DoD authorities for OIE,

• understand the impacts of policies, instructions, and directives and how they impact DTRA’s IRO activities and develop recommendations to facilitate and shape IRO activities that sync with these policies, instructions, and directives.

Develop Proactive messaging strategies and plans by working closely with DTRA Public Affairs, DTRA Directorates, and DTRA program managers:

• assist with the development of clear and concise, and poignant messaging to include writing articles about DTRA missions and its positive impact with foreign partners,

• develop ideas and concepts for stories, pictures, podcasts, and video scripts that are likely to be shared or picked up by media and key individuals/organizations.

• work with DTRA public affairs and other USG partners to project DTRA-developed products into the information environment,

• develop Measures of Performance (MoP’s) and Measures of Effectiveness (MoE’s) to assess Agency and IRO qualitative and quantitative impacts in the information environment,

• develop recommendations for institutionalizing the Agency’s “message with mission” concepts.

Experience:

10 years’ experience with Operations in the Information Environment (OIE)

Knowledge of DTRA and its Countering Weapons of Mass Destruction (CWMD) mission

Education : Master’s degree required/PHd preferred.

Military experience preferred. Experience in a Joint Organization preferred.

Clearance Required: TS/SCI and a Current US Citizenship
