DESCRIPTION OF WORK

As a Program Analyst 3, you will be involved in the independent design, development, execution, and measurement of agency organizational development activities in the areas of strategic planning, business project management, program and project assessment, business policy and process documentation and compliance, knowledge management, and change management.  Strategic planning efforts for the agency and individual business areas include identifying the mission, vision, and values as well as developing specific goals and objectives.

You will function as a business project manager for agency initiatives and performance goals, and review and evaluate program and project goals for business areas to assess impact and effectiveness.  This position also develops and implements the agency's knowledge management system and change management processes for agency initiatives.

Work Schedule and Additional Information: Full-time employment Work hours are 8:00 AM to 4:30 PM, Monday - Friday, with a 60-minute lunch. Telework: You may have the opportunity to work from home (telework) full-time, however in-office attendance will be required as operational needs dictate.  In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania.  If you are unable to telework, you will have the option to report to headquarters, located at the Northwest Office Building in Harrisburg. QUALIFICATIONS Minimum Experience and Training Requirements: One year as a Program Analyst 2; or Three years of analytical experience, two of which include professional experience in program evaluation and the development of program recommendations, and a bachelor's degree;or An equivalent combination of experience and training.

Legal Requirements: You must pass a background investigation.  An applicant with a felony conviction within the last ten years of their prospective date of employment is not permitted to work for the PLCB, per section 210(c) of the Pennsylvania Liquor Code.  Other criminal convictions will be reviewed on a case-by-case basis.
