SAIC Joint Exercise Senior Controller in HONOLULU, Hawaii

Description

SAIC is currently seeking a Joint Exercise Senior Controlle r to lead Exercise Control planning during Joint Exercise Life Cycle (JELC) and direct operations during CPX execution of designated exercises directed by USINDOPACOM J713, Theater Exercises Branch, located on Camp Smith in Oahu, Hawaii.

Job Responsibilities:

  • Support the J713 Branch Chief as the exercise control subject matter expert in the planning and execution of annual USINDOPACOM Level 1 Command Post Exercises such as KEEN EDGE and PACIFIC SENTRY.

  • Develop exercise control training briefs, exercise planning milestones with associated deliverables, and exercise planning work group organizational requirements for all planning events during the JELC.

  • Perform as Senior Controller or Battle Watch Captain (BWC) of the Exercise Control Group (ECG) during CPX execution.

  • Ensure coordination with staff and other organizations to support CPX with proper personnel as part of the exercise Control Group section of the Joint Manning Document (JMD).

  • Ensure coordination with staff and other organizations to support CPX with proper equipment and facilities enabling achievement of exercise objectives.

  • Ensure unified action of exercise control planners from USINDOPACOM and subordinate service components, with other COCOMs and Joint Staff, with participating Allies, and with other supporting organizations to plan and execute designated exercises which achieve campaign objectives in a dynamic and complex strategic environment.

  • Develop, implement, and maintain efficient protocols, processes, and procedures in support of exercise planning and execution including authoring exercise directives and Exercise Control Standard Operating Procedures (SOPs).

  • Lead exercise work group planning meetings with all stakeholders and In-Progress Reviews (IPRs) with senior leaders.

  • Work with military, civilian and contractor personnel on a daily basis.

  • Work and maintain appropriate OPSEC conditions at multiple levels.

  • Respond to Requests for Information (RFIs) related to designated exercise.

  • Maintain associated J71 exercise SharePoint sites.

  • Produce exercise orders or directives to facilitate guidance for exercise control planning.

  • Facilitate the development and integration of kinetic and non-kinetic processes into training, exercise, rehearsal, testing, and experimentation events.

  • Provide exercise support through information and knowledge management industry best practices.

  • Support identification strengths and gaps within organizational plans, processes, and procedures.

  • Leverage appropriate tools in support of the JELC such as Task Management System (TMS), Joint Training Information Management System (JTIMS), and other related databases and systems.

  • International travel approximately 10% of the year or as required, to support the planning and execution of designated exercises with foreign Allies and Partners.

Qualifications

Required Education:

Bachelors and nine (9)+ years or more related experience with joint exercise planning; four (4) years of experience accepted in lieu of degree.

Masters or PhD in training related field will be considered in lieu of joint exercise experience.

Joint Professional Military Education (JPME) Phase I complete; two (2) years of experience on a joint operational/strategic headquarters staff accepted in lieu of JPME Phase I.

Required Skills:

  • Expert knowledge of the Joint Exercise Life Cycle (JELC) and associated requirements to both plan and execute Theater-level Command Post Exercises (CPX).

  • Understanding of the computer simulation requirements to support a CPX with prior experience with both the Joint Live Virtual and Constructive (JLVC) federation of simulations and the Joint Theater Level Simulation (JTLS).

  • Experience in Joint Planning Process (JPP) with US Armed Services, including joint assignments related to Contingency or Crisis Planning.

  • Proven experience in an operations management role with oversight of projects and maintenance of timelines.

  • Excel at communication with demonstrated ability to interact with senior government leadership and program managers.

  • Ability to work independently without direct oversight on multiple tasks simultaneously while maintaining organizational alignment of personnel to tasks to meet deadlines.

  • Experience in planning and managing complex tasks under tight time constraints.

  • Knowledge of general business software and an aptitude for learning new applications

Required Clearance:

Candidates must have an active Secret clearance with the ability to obtain a TS/SCI clearance; US Citizenship required.
