Amentum Project Controls/Operations in Kyiv, Ukraine

This position is contingent upon Customer approval, funding, and position availability.

In anticipation of an Engineering Task Order from USAID/Ukraine, Amentum is seeking a qualified candidate to serve as a Project Controls/ Operations Manager and is a key member of the program leadership team . The Project Controls/ Operations Manager performs complex aspects of individual project estimating, scheduling, change documentation and cost control for reporting to leadership and clients. The Project Controls Manager will support the COP and DCOP develop weekly, monthly, quarterly and annual reports to USAID The Project Controls Manager is a critical position as the leader of the project controls group for the region.

Essential Responsibilities:

  • Assist project teams in the execution of effective project controls for multiple Job Orders.

  • Support the project leadership with developing Job Order budgets and managing Job Order budgets.

  • Develop and maintain the program schedule that incorporates job order schedules and coordinate regular updates. Connect schedule/budgets to create JO and program EV metrics, cost curves and conduct impact analysis to help the program team manage cost and schedules.

  • Create project dashboard that provides the project schedule, budgets and key requirements.

  • Lead the development, implementation, and management of a reporting data warehouse to produce valuable project controls reports and data. Oversee the development of all internal and customer reports, including cashflow reports and cost forecasts in close collaboration with the home office business operations team.

  • Lead program status meetings to include evaluating and reviewing project schedule critical paths with project teams. Support the project team with developing recommendations for schedule improvements and mitigation efforts to project teams.

  • Oversee the program risk management process. Manage monthly project risk reviews.

  • Participate in field audits to verify accuracy of reporting and processes.

  • Demonstrate excellent knowledge of Microsoft Excel and MS Project or P6. Experience with Crystal Ball is a plus.

  • Oversee Job Order pricing aligned to customer requirements.

  • Lead and direct schedule development using critical path method scheduling techniques for new project pursuits through Primavera P6 and Microsoft Project.

  • Perform forensic schedule analysis using Schedule Analyzer or similar.

Minimum Position Knowledge, Skills, and Abilities Required:

  • Fluent in English and Ukrainian/Russian.

  • Bachelor's degree in engineering, architecture, construction management, or related degree from an accredited program required.

  • 10+ (twenty) years related professional experience of project controls experience. Proven experience developing cost-loaded schedules.

  • Experience managing.

  • 2+ years of previous leadership and/or management experience is required.

  • Must demonstrate excellent oral and written communication skills, strong interpersonal skills, and the ability to clearly and effectively present complex information to all levels of employees, management, and clients.

  • Position requires the ability to thoughtfully and positively influence, lead, and manage change.

  • Must possess strong project management skills and a strategic perspective.

  • Must be expert in the use of computer software (i.e., Microsoft Word, Excel, MS Project, Primavera P6).
