Job Description:
Responsible for the day-to-day tactical duties for assigned programs. Oversees and coordinates the cost/schedule/technical aspects of ongoing engineering projects within the program guidelines set by the Program Manager and customer. Serves as single point-of-contact between engineering project management and planning, engineering project team, and line management. Reviews status of engineering projects and budgets; manages schedules and prepares status reports. Assesses engineering project issues and develops resolutions to meet productivity, quality, and customer-satisfaction goals and objectives. Develops mechanisms for monitoring engineering project progress and for intervention and problem solving with engineering project managers, line managers, and customers. Provides the coordination between resource managers/supervisors and ensures all necessary reviews and approvals are received. May conduct performance/project analyses during phase-down to benefit future/other engineering projects, missions, and programs.
Essential Functions:
Serves as lead on technical proposals and program execution
Proactively manages risk, including identification and mitigation plans, and issue elevation and resolution
Effectively communicates status to stakeholders, including organizational leadership, multifunctional teams, and the customer
Solves problems with a calm sense of urgency
Demonstrates operational discipline and ownership
Maintains scope control through disciplined change management
Brings passion for innovation, an understanding of circuit level electronic equipment and systems, and the ability to further advance L3Harris Space & Sensors Technology Center
Coordinates all technical aspects of the project to meet scope, schedule and design to cost goals
Performs technical analysis/feasibility for new product specifications, evaluates customer specifications, and supports cost/technical proposal generation
Uses project management practices for resource planning, personnel oversight, and cost/schedule tracking
Ensures that all engineering-related internal processes are followed by the project design team
Leads team which completes Requirements Definition, Requirement Management, Technical Solution, Product Integration, Verification and Validation
Interfaces effectively with people at all levels and from diverse technical backgrounds
Serves as the technical point of contact for customers
Provides leadership to teams and guidance to less experienced staff members
In-depth knowledge of project management throughout entire project life cycle.
Prior project leadership experience – either as a Project Manager or Project engineer. Previously been a lead on technical proposals.
Qualifications:
Bachelor’s Degree in a technical field and a minimum of ninetwelve (9) years of prior relevant experience. Graduate Degree and a minimum of seven (7) years of prior related experience. In lieu of a degree, minimum of 13 years of prior related experience. Advanced technical or management degrees are a plus.
Ability to obtain and maintain a DoD clearance as needed, which requires US citizenship.
Experience in organizing and leading Engineering, contractual, financial, Operations, and other cross functional areas to provide total Program life-cycle management. Experience managing projects with budgets of $50M+ and a total portfolio >$200M. Experience leading geographically diverse program teams comprised of Integrated Product Teams (IPTs) with membership from multiple Company and potentially partner organizations.
Experience in development and production programs is required.
5+ years of experience with the implementation and execution using Earned Value Management Systems (EVMS) and employment of applicable metrics.
Ability to work under consultative direction against annual goals to manage large, complex project initiatives of strategic importance to the organization
Excellent interpersonal skills, ability to work well within and outside of the organization including customers, vendors, and leadership with minimal oversight
Demonstrated complex problem solving and decision making — Able to develop and evaluate options and implement solutions; able to consider the relative costs and benefits of potential actions to choose the most appropriate solution
Recommends tactics and strategies that directly impact the achievement of overall business or functional results
Program planning, guidance, and engineering execution within scope, schedule and budget
Broad understanding of engineering processes and policies
Recent experience with team leadership experience is required
Must have experience as the technical lead on technically complex projects
Must have recent experience as lead on technical proposals, including ownership of the engineering portion of basis of estimate.
Must have Research & Development and Engineering Development & Manufacturing (EM&D) program experience
Must have demonstrated capability with all Essential Functions
Ability to support 20% travel.
Preferred Additional Skills:
Military customer experience is desired
PMP certification is desired
Previous experience as a control account manager (CAM) in an EVMS environment is desired
Previous experience with electro-optical/infrared sensors is desired
Previous experience leading a development team for development of an electronic unit is desired
Previous experience with agile development is desired
Previous experience in technical management of supplier development efforts is desired
