Summary The Office of Strategic Communications is the trusted voice of the ODNI. We are transforming the way the ODNI engages with the public, the media, and the workforce while investing in our employees. This position gives you the chance to do what all of those movie producers and writers wish they could - tell the Intelligence Community story from the inside. We are seeking creative, dynamic and forward thinking communicators to develop and deliver our story to a wide range of audiences. As an Internal Communications Officer you will create, curate, and organize information to achieve communication objectives for the ODNI. The ideal candidate has a background in developing communications solutions that deliver the right content to the right people in the right place at the right time. You are an excellent communicator, capable of crafting powerful narratives across a variety of media. You are constantly learning, partnering with SMEs, writers, and leadership to develop communications products. You are also a strategic thinker, exploring new ways to both tell and present information for the maximum impact. Finally, you thrive under deadlines, delivering succinct and effective products quickly. Develop and disseminate information to stakeholders using a full range of media and communication methods; based on assignment, methods may include Town Halls, roundtables, ODNI senior principal speeches and Congressional testimony, workforce memorandums, ODNI brochures and publications, press releases, questions and answers (Q&A) and frequently asked questions (FAQs) documents, Internet and web 2.0 communications, and/or video presentations. Develop and execute a comprehensive ODNI strategic communications plan for an assigned area of responsibility that effectively communicates the ODNI's mission, vision, and goals to a specific set of assigned stakeholders; plan should include, but not be limited to, goals and objectives, situational analysis, key messages, target audiences, and planned communications events, programs, and activities. Maintain productive working relationships with staff in other communications organizations in the Intelligence Community (IC), and, as appropriate, members of the media, community leaders, policy groups, and/or concerned constituencies to provide information about ODNI mission, programs, and activities. Develop communication plans and present them for consideration. Write and create powerful content in for multiple publication platforms, including websites, blogs, social media, leadership messages and more. Manage the editorial workflow for your assigned writing assignments, from ideation to interviewing, copy editing to publication; provide insights and copy-edits to make your team's writing more effective. Coordinate with appropriate staff officials to communicate ODNI messages, resulting in high impact and favorable outcomes. Leverage analytics and metrics to better understand audiences, inform future storytelling initiatives, and develop more effective content. Review internal and external surveys/studies to evaluate the effectiveness of information campaigns and communication programs to varied audiences. Requirements Conditions of Employment Must be a current permanent ODNI employee. OR Must be a current permanent Federal employee. Must have supervisory approval to apply to the Joint Duty Assignment. Must be currently at the grade level of the detail. No Temporary Promotion Opportunity The program does not apply to members of the Military service or contractors. Qualifications Mandatory Requirements: Ability to design and implement innovative communication strategies for IC initiatives and programs. Ability to manage competing priorities under strict deadlines while maintaining a high level of attention to detail; ability to work effectively with ODNI's senior leaders in a high profile and demanding office. Interpersonal skills and the ability to interact with a variety of audiences and convey information to a variety of audiences with different levels of comprehension of ODNI's mission, vision and goals. Oral and written communication skills sufficient to conduct independent research, filter and synthesize data, and produce clear, logical, and concise products. Analytical and critical thinking skills, including the ability to think strategically and to develop and produce complex public affairs information and materials. Thorough knowledge of the ODNI, IC, Congress, and the overall national security apparatus. Desired Requirements: Direct experience writing and editing using the Associated Press Style Guide. Education Additional Information Job Interview Travel: Candidates from outside the Washington, D.C. area may be selected for a telephone, teleconference, or in-person interview. Salary Determination: A current Federal Government employee, selected for a detail, will be assigned to the position at their current grade and salary.
