Responsibilities

MSTS is seeking a dynamic, self-driven, and highly motivated candidate that will assist with all aspects of the Performance Testing Section within the Performance Assurance Division.

Key Responsibilities

  • Participate and support all aspects of planning, coordination, scheduling, and conduct for performance tests. Evaluates the effectiveness of specific plans to address threats. Evaluates the effectiveness of training and supervision programs to prepare and manage Protective Force personnel in the performance of specified tasks.

  • Participate and support performance tests and exercises ensuring compliance in accordance with DOE Order 473.2A, Protective Force Operations, DOE O 470.4B, Safeguards and Security Programs, DOE O 151.1D, Comprehensive Emergency Management Program and other applicable directives.

  • Assist exercise coordinators with the planning and conduct of all exercises, as applicable.

  • Participate and support conducting Limited Scope Performance Tests (LSPTs), Alarm response and assessment performance tests (ARAPT) and document results which are provided to the Technical Analysis Section.

  • Participate and support Nuclear Material Control & Accountability performance testing in accordance with DOE Orders and other applicable directives.

  • Participate and support systems operability testing, return to service and acceptance testing in accordance with DOE Orders and other applicable directives.

  • Advise management of performance testing program changes and makes recommendations on organization and staffing requirements.

  • Participation in the Human Reliability Program is required.

  • Perform other duties assigned by Management.

Qualifications

  • Bachelor’s degree in a field related to the position or equivalent training and experience plus two years of related progressive experience.

  • Able to apply knowledge of principles, concepts and theory related to the position to address issues and to define and resolve problems.

  • Able to apply knowledge and experience to resolve problems and accomplish goals where established procedures may not be specific.

  • Able to exercise discretion and sound judgment in performing work and contribute recommendations for improving operations/processes.

  • Must be highly organized and able to develop specific goals and plans to prioritize, organize, accomplish work, and meet required deadlines.

  • Must possess excellent interpersonal skills and ability to deal with all type of people in a tactful, professional, and effective manner while screening and maintaining confidentiality.

  • Able to remember extensive policies, procedures, terminology, schedules, personnel, and other details.

  • Able to use software applications needed in the position, including word processing,spreadsheet, presentation, database, etc. and general office equipment.

  • Able to deal with pressure of handling multiple tasks, complaints, frequent interruptions, and time constraints.

  • The primary work location will be at the Nevada National Security Site (located 65 miles northwest of Las Vegas, Nevada).

  • Work schedule will be 4/10s Monday through Thursday (subject to change).

  • Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.

  • Must possess a valid driver’s license.

    MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants offered employment with MSTS are also subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment. In addition, Applicants for employment must be able to obtain and maintain a DOE Q-level security clearance, which requires U.S. citizenship, at least 18 years of age.     Department of Energy Q Clearance (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in10 CFR Part 707.4 (http://www.ecfr.gov/cgi-bin/text-idx?SID=14b1c770db022992d237769fbe9fc519&mc=true&node=se10.4.707_14&rgn=div8) , “Workplace Substance Abuse Programs at DOE Sites,” will be conducted. Applicant selected will be subject to a Federal background investigation, required to participate in subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required. Annual salary range for this position is:$62,358.40 - $93,537.60.

Starting salary is determined based on the position market value, the individual candidate education and experience and internal equity.
