Technical Director, Advancing Liberia’ Diagnostic Network Project

Project Description

ICF is seeking a motivated Technical Director to support a multi-million, five-year Center for Disease Control (CDC)-funded project. The project aims to innovate, implement, and evaluate approaches to One Health laboratory diagnostic network optimization and specimen transport in Liberia. It is designed to address the inter-dependence of a comprehensive, resource-mapped, accredited national and sub-national laboratory network, the physical transportation architecture required to transfer network commodities (namely human, animal, and environmental specimens) point-to-point, and the optimization of digital communication, information, and supply chain systems necessary to sustain the network itself. 

Job Summary

This work involves providing strategic technical, operational, and budgetary guidance and support to the program across all counties in Liberia. All guidance is provided in line with the project’s overall technical approaches in diagnostic network optimization and utilize a one health approach. The position interacts across consortium partners, project stakeholders, the Liberian government, and the CDC. The position is expected to supervise staff based both in the U.S. and in Liberia, with a strong focus on coaching and mentoring as well as supervisory oversight.

The position can be based in Monrovia, Liberia or in the United States with up to 30% international travel.

Job Responsibilities

  • Support project planning by providing recommendations to determine the planning, operational, technical and budgetary requirements for diagnostic network optimization activities.

  • Together with the Project Director, serving as a primary technical point of contact for Liberian staff, stakeholders, partners, and CDC teamsregarding project activities, responding to changing priorities and funding levels to reprogram activities as needed.

  • Working closely with country teams to monitor budgets, deliverables, and activity implementation, providing recommendations for any adjustments in activities in light of changing contextual factors.

  • Maintaining close working relationships with consortium partners, continually working to increase the strategic value of the partnerships with those organizations.

  • Drafting work plans, reports, summary communications documents and developing budgets

  • Ensuring alignment of project strategies, workplans and quality improvement programs with accepted international standards and requirements

  • Representingthe project with external stakeholders and at conferences, when requested

  • Develop presentations, briefings, and talking points for project leadership

  • Supervise, mentor and coach field-based and US-based staff

Requirements:

  • A minimum of a Masters-level degree in clinical diagnostics, public health, or related field

  • At least eight years of progressive experience in managing and implementing global health activities

  • 5+ years of experience related to diagnostic networks, clinical diagnostics, and quality management systems, applicable to infectious disease detection

  • 2+ years of experience living, working, or implementing programs in Liberia

  • 2+ years of experience implementing capacity strengthening approaches for donor-funded programs

  • Fluency in English
