HPD is entrusted with fulfilling these objectives through the goals and strategies of “Housing Our Neighbors: A Blueprint for Housing and Homelessness,” Mayor Adams’ comprehensive housing framework. To support this important work, the administration has committed $5 billion in new capital funding, bringing the 10-year planned investment in housing to $22 billion the largest in the city’s history. This investment, coupled with a commitment to reduce administrative and regulatory barriers, is a multi-pronged strategy to tackle New York City’s complex housing crisis, by addressing homelessness and housing instability, promoting economic stability and mobility, increasing homeownership opportunities, improving health and safety, and increasing opportunities for equitable growth.

Your Team:

The Division of Building and Land Development Services (BLDS) leads the agency’s effort in providing architectural, engineering, environmental planning, and construction support services to the various divisions within HPD’s Office of Development. The Office of Development utilizes a public-private partnership model and provides loans, grants and/or incentives to assist in the finance of housing development projects that will benefit low- and moderate-income New Yorkers.

The Division of Building and Land Development Services is the largest division within the Office of Development with over 120 staff composed of seven units which include the Bureau of New Construction Design Review Services, the Bureau of Preservation Design Review Services, the Bureau of Engineering, the Bureau of Construction Services, Environmental Planning Unit, the Policy Unit and the Program Management Unit.

Your Impact:

As Deputy Director of Program Management for BLDS, you provide support to the Director of Program Management who oversees the Program Management Unit which provides technical support to HPD’s capital projects for both new construction and preservation programs. The unit focuses on developing and implementing a framework to identify critical milestones of projects’ life cycle to assure on-time and on-budget completion of affordable housing projects with various new construction and preservation projects that are in both the design and post-construction phases.

Your Role:

The Deputy Director will collaborate with BLDS senior management, clients and external partners to assist the Director in examining and evaluating best practices and procedures, as well as develop written protocols with emphasis on efficacy.

Your Responsibilities:

  • Assist the Director of Program Management to lead a team who will be responsible for coordinating related activities with intra- and inter-agency partners to ensure that these initiatives are achieved and are aligned with the agency’s broader goals of enhancing compliance and enforcement functions.

  • Assist the Director of Program Management in overseeing the tracking of project progress throughout the project life cycle from pre-closing through construction completion and close-out to assure adherence to critical project milestones, timelines, budgets, deliverables, and contractual requirements.

  • Assist the Director of Program Management in managing the MMR/Closings pipeline and work closely with the various units in BLDS to complete project milestones and tasks required prior to loan closing, including but not limited to, reviewing project submissions to determine completeness and readiness, coordinating with the development team and other city agencies to assure timely job filing, plan approval, and permitting, and assisting in resolving impediments that may arise.

  • Assist the Director of Program Management in managing the Completions pipeline and work with BLDS Construction Services to complete construction monitoring tasks, including collaborating with other city agencies and utility companies, such as the NYC DOB, FDNY, DEP, Con Edison, etc., to assure timely completion of inspections, signoffs, and project close-out.

  • Provide guidance to external development teams during the schematic design phase for projects that may have complex site and/or design issues.

  • Report on project status, risks, and accomplishments to keep senior management informed, and identify and assist in clearing barriers to housing production.

  • Oversee activities related to program management (including file and media management) and the use and maintenance of databases managed by BLDS, including BLDS eSubmit, an electronic submission and design review system for affordable housing projects.

Preferred skills

  1. The ideal candidate should have a background in Housing Development, Program Management, Public Policy/Administration, Design and Construction, or related field, and possess related professional experience and extensive knowledge in all phases of design and construction. At least 1 year of full-time of professional management experience.

  2. S/he must possess strong management and leadership skills, be self-motivated, work effectively with others, and be able to work in a fast-paced environment. S/he should be able to negotiate with diverse technical specialists and apply sound judgment in technical matters.

  3. Highly organized, demonstrate the ability to multi-task and meet deadlines, and possess excellent communication and computer skills.

  4. Ability to work in a fast-paced environment, negotiate with diverse technical specialists, apply independent judgment in technical matters, take initiative, and work effectively with others.

  5. Excellent writing, interpersonal, organizational, communication, leadership, and negotiation skills.

  6. Demonstrated ability to meet deadlines, coordinate multiple projects, and deal with complex construction issues.

  7. Proficient in the operation of Microsoft Suite.

  8. A Motor Vehicle Driver License valid in the State of New York may be required for certain assignments. If required, this license must be maintained for the duration of the assignment.

  9. Candidate may be subject to a background investigation conducted by the New York City Department of Investigation.

Qualifications

  1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or

  2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.
