ASRC Federal Holding Company Director, Capture Management in RESTON, Virginia
ASRC Federal is seeking a proven, experienced, Director Capture Management to add to our Business Development team to close on our top new business opportunities.
The ideal candidate will have a proven record of success in managing complex capture projects throughout the entire Federal Acquisition lifecycle from identification to award. Demonstrated experience developing capture plans and successfully pursuing large-scale complex Federal Government business/projects is a fundamental requirement. The candidate will be responsible for core market sustainment and new business growth; responsible for new business opportunity qualification, competitive positioning and capture.
Responsibilities:
The successful candidate will be responsible for the shaping, qualification, strategy and positioning activities leading to the successful capture of large complex IT, Professional Services and Base Operations opportunities. Candidate will report to the Vice President of Business Development.
Lead development and execution of the win strategy and key messages/themes
Interface with senior management for internal approvals
Interface with customer community to understand needs, desires, hot buttons, concerns, issues, and culture
Identify shaping opportunities to influence final RFP to enhance PWin
Inform proposal team of customer objectives, solutions, and key messages
Drive Pricing strategy
Drive Teaming strategy and finalize teaming arrangements
Obtain and apply an understanding the Competitive landscape and adjust solutions, as needed
Analyze the organization's strategic plans and products
Conduct win strategy sessions, including development of major themes and proposal strengths
Prepare and conduct decision meetings
Analyze the DRFP against Win Themes/Discriminators, Refined Technical Management, Cost/Price, Past Performance Baselines
Prepare B&P estimates and ROI justifications for assigned captures
Lead and manage execution of capture activities to ensure costs, schedules, and performance goals are met
Using provided tools and guidelines, classify the win probability, funding probability and bid/performance risks and establish appropriate risk management strategies
Interface with industry peers and evaluate/recommend teaming arrangements
Requirements :
BA or BS from an accredited college or university
15+ Years of experience in Federal Government sector environment with program and project management experience
5+ years of relevant Business Development experience leading the capture lifecycle with a demonstrated track record of executing proposals exceeding $200 Million
Must have experience with BOS - base operations and systems engineering programs
Ability to travel as necessary to meeting job commitments
Must be a US Citizen
Must have an understanding of the FAR processes and experience with multiple agencies within the federal government
