MINIMUM REQUIREMENTS:

A bachelor's degree from an accredited college or universityandfive (5) years of experience in computer systems analysis and/or computer programming, two (2) years of which must have been in systems programming;or

A bachelor's degree from an accredited college or university with a major in one of the computer sciences or management information systemsandfour (4) years of experience in computer systems analysis and/or computer programming, two (2) years of which must have been in systems programming;or

A master's degree from an accredited college or university in one of the computer sciences or management information systemsandthree (3) years of experience in computer systems analysis and/or computer programming, two (2) years of which must have been in systems programming;or

A doctorate from an accredited college or university in one of the computer sciences or management information systems and two (2) years of experience in systems programming;or

Six years of experience in computer systems analysis and/or computer programming, two years of which must have been in systems programming and either (1) completion of a 720 classroom hour program of study from a vocational/technical school or accredited community college in an area of data processing (excluding data entry), or (2) 60 semester or 90 quarter hours of college course work from an accredited institution which includes four courses in computer science or management information systems.

Experience in computer systems analysis and/or computer programming can substitute on a year-for-year basis for the required college education.

Completion of a one-year program of study from a vocational/technical school in an area of data processing (excluding data entry) can substitute for one year of the required computer systems analysis and/or computer programming experience.

ADDITIONAL REQUIREMENTS:

This position is designated to serve in an on-call status. When activated, the incumbent must respond to the call within 15 minutes, and if necessary, arrive on-site within 1 hour. This includes supporting the Emergency Support Function (ESF) of the department during critical events and disasters.

NOTES:

Successful applicant must pass a background screening, including fingerprinting, as a condition of employment.

JOB DUTIES:

This position is responsible for the administration, management, and maintenance of the network infrastructure. This includes development and maintenance of the operations standards for network equipment, including, but not limited to, configuring firewalls and switches in support of the department’s enterprise network infrastructure.

Assist information technology staff, users, and program management (statewide) with the planning, designing, coding, testing, installation and enhancement network software and hardware to conform with the department’s guidelines and standards.

Provide technical and problem-solving assistance to the department’s enterprise network infrastructure.

This includes diagnostic evaluation and technical troubleshooting of software and hardware problems.

Maintain an acute awareness of the latest technological advances in network communications through research and attending seminars, educational courses, and conferences.

Develop guidelines and standards for network infrastructure software and hardware and network utilization.

Perform related work as required, which will include, but not be limited to, adherence to the policies and procedures of the Department’s Information Resource Security Program (Chapter 8 – Department’s Supervisory Manual), and allocate time as requested for Disaster Recovery activities.

KNOWLEDGE, SKILLS, AND ABILITIES:

  • Knowledge of distributed processing operations, procedures, and equipment.

  • Knowledge of problem-solving techniques.

  • Knowledge of computers and software.

  • Knowledge of network equipment such as routers, firewalls, and switches.

  • Knowledge of cloud networking.

  • Ability to configure switches and wireless access points.

  • Ability to write Standard Operating Procedures (SOP)

  • Ability to process information logically and solve problems.

  • Ability to configure and troubleshoot routers, firewalls, and switches in support of the department’s enterprise network infrastructure.

  • Ability to manage and support wireless infrastructure.

  • Ability to develop training programs related to distributed processing operations and procedures.

  • Ability to monitor and resolve problems within distributed computer systems.

  • Ability to identify and define user task needs.

  • Ability to establish and maintain effective working relationships with others.

  • Ability to plan, organize and coordinate work assignments.

  • Ability to communicate effectively verbally and in writing.

  • Ability to diagnose malfunctions in network hardware and software applications, telephones, and security systems to address operational issues and restore services.
